Abstract:
The undersigned is directed to forward herewith a copy of- notification
No. MF(ID)-I-3/77/85Q, dated 20th December, 1977, on the subject noted
above, together with its Annexure, for information and necessary action.
2. The Self Drawing Officers should fix their pay in the New National
Grade and Scale according to the above notification and send, a statement
showing the fixation of pay to the respective Audit Officer who will check
and verify the fixation statement and issue necessary pay slip, as early as
possible.
3. The Heads of Departments and Drawing and Disbursing Officers
should, after fixation of pay of the concerned employees working under them,
send the statements showing the fixation of pay with the related bills for
necessary checking by the Audit Office. All Accounts and Audit Offices
concerned will duly check and verify the fixation statements as soon as
possible, Any objection in the matter of fixation of pay 'should be settled
in consultation with the Heads -of Departments concerned. In case of any
doubt, about the application of the above notification, reference should be
made to the Audit Officers concerned, as usual.
4. Heads .of Departments and Drawing and Disbursing Officers a£e
authorised to make provisional payment according to pay fixed in the New
National Grade and Scales subject to verification by the Audit Offices except
in the cases of employees .who are likely to retire on superannuation within
one year from the date of issue of this Office Memorandum. In such
cases payment should be made only after verification of the fixation of pay
*by the Audit Officer.
5. Increments in the New National Grade and Scales should be allowed
only after verification of the pay fixation by the Audit Officer.
6. All provisional payments should be made after obtaining undertaking
from the employees to the effect that any overpayment will be refundable
and recoverable from them. Drawing and Disbursing Officers should keep
a record of such undertaking in their Offices. They should endorse a certificate
of having received the undertaking in the pay bills.
7. All amounts paid by. way of pay (including special pay, Technical
pay and emoluments classified as pay), fringe benefit and allowances and
Ad-Interim’ Relief including 2nd Ad-Interim sanctioned under G. O.
No. MF (ID)-45/77-411, dated the 20th July, 1977 for the period commencing
1st July, 1977 shall be recovered by adjustment from the amount of pay and
allowances admissible in this order and the excess, if any, which cannot be so
recovered shall be recovered by deduction from the monthly pay bills in 12 equal
instalments commencing with the pay bill for the month of January, 1978.
8. The New National Scale shown in the Annexure will not be automatically
admissible to the present incumbents of the posts against which
the words “ special selection” appear [vide para 4(4) of the Notification
No. MF (ID)-I-3/77/850, dated the 20th December, 1977]. There are a number
of posts now on the same scale of pay in a department and officers have been
placed against these posts in a routine manner. Since one or more of such posts
have been placed on higher New National Grade than others pay in the higher
grade cannot automatically be given to the present incumbent of the
post and a special selection has to be made in the light of the formalities
prescribed for promotion to a higher post.
