dc.description.abstract By the promulgation of the new Constitution on the 1st March 1962, and with the aid of lucid laid powerful interpretations given by the President in his speeches made then and later, the definition of the tasks before the Commission has become simplified iii a marked degree. The terms of the Constitution, as explained by the giver, namely, the President, emphasize and place beyond doubt that the first objective of the State of Pakistan, which is an ideological State is to adhere unflinchingly to its ideology, namely, the ideology of Islam. From the every wide range of concepts thus adumbrated the President selected for mention, as a duty of the people and the eGovernment the following, namely, “ to gain unity, equality, brotherhood, and social and economic justice ”. Next ih order of importance, he has placed “ the security and stability of Pakistan ”, and etc illustrate the essential problems and the difficulties involved, The mentioned the following facts, namely, the division of the country into two widely separated parts, the existence of “ regional, ethnic and linguistic pulls ” and certain other n a turn l tendencies leading to “ jealousies and frictions ”, and he also gave the solemn warning that “ East Pakistdft and W8st Pakistan can remain free and sovereign only if they remain together ”. The th ird aspect upon which the President laid emphasis Was the duty to advance the country in a material sense, one important result from which would b e gain in prestige abroad and the assurance of u n interrupted peace a t home. Among the efforts which he thought necessary for the achievement of this aim, he mentioned in particular r the need for wide-scale and radical reforms, for the elimination of “ customs and attitudes inherited from the stagnation of past centuries ”, and the awakening of the masses from their ancient inertia towards the realization of their present-day fights and responsibilities. Again, and very appropriately in relation to th e sub j feet of economic activity and fulfillment, the President emphasized th a t the society to be created were one in which there is “ social justice, awareness and discipline ”, and where the climate is fflVcHirahle to “ free and uninhibited equality of opportunities for all in every walk of life ”. en_US
