Abstract:
1 . -We, the members of. the Commission , Appointed by the
Governor-General of India in Council to make enquiries and recommendations
in regard to the University of Calcutta and its affiliated
colleges, have the honour to submit our report. -
2. The scope pf our enquiry is described in a resolution of the
Government of India in the Education Department, no. 783, dated
the 14th September, 1917.
“ The Governor-General in Council has decided to appoint a Commission
to enquire into the condition and prospects of the Univfersity of Calcutta
and to consider the question of a constructive policy in relation to the questions
which it .presents. An announcement on the subject was made by His Excellency
the Chancellor of the University at the Convocation held'on the 6th
January, 1917.
2. It is the desire of the Governor-General in Council that the constitution
of the Commission should ensure an investigation of the problems connected
with the. University and the formulation of recommendations in the light
of the best expert opinion upon the present requirements of university instruction
and organisation. The Assistance of His Majesty’s Secretary of State
was accordingly enlisted for the selection of person^ fully acquainted with
recent developments of university education in the'^United Kingdom. With
these will be associated three persons competent to advise upon the peculiar
conditions which prevail in India.
