Abstract:
The Governor is pleased to constitute a Committee to
be designated as the Bengal Administration Enquiry
Committee on the terms-of-reference as set out below—
1. To assess the' work to be done by the Government
of Bengal both ow and in the foreseeable future in order
to ensure the efficient government of the Province of Bengal
on modern and progressive lines,
2. To report to what extent the existing administrative
machine is adequate in structure, extent and quality, and to
recommend methods of improving it at all levels to render
it adequate, for the efficient discharge of that work.
3. In Particular to examine—
(a) the suitability of the present Territorial jurisdictions
(e.g., Divisions, Districts, Subdivisions, Thanas ‘and
Circles);
(b) the'extent to which, and the directions in which local
Self-Governing Institutions may be utilized as an
efficient adjunct to the administration with special
reference to public health;
(c) the desirability of employing technical personnel and
its coordination with the existing structure of district
administration;
(d) sources and systems of recruitment to, and conditions/
'of employment of, the public services with a view to;
(i) securing the best men with due regard to the
declared policy of Government' in respect of
Communal reservation, and ( ii) precluding discontent, irresponsibility, and temptation
to corruption.
4. Generally to make recommendations for the improvement
of the administration.
