Abstract:
The Report is divided into two parts. Part I
is the main text of the Report, Part JI contains the
Annexures. The main text is divided into 8 Chapters.The
probable contents of the Chapters were given in the
outline as initially suggested by the Member-Secretary
and later expanded to incorporate the views of the
Chairman and other Members of the Committee. Report starts with a resume of the views t> f
the previous Commissions since 1972,the Chaudhuri and
the Rashid Committees. The major issues dealt with are
the services and administrative structure as wero
perceived by the Commissions. The services structure
does not form part of the term.s of reference of this
Committee 'but only the relevant parts were briefly
dealt with.For it was felt that identification of the
inadequacies of the present system does imply and require
a brief discussion on the thoughtless state of circumstances
under which Reform was undertaken by the government
immediately preceding the promulgation, of Martial Law.
